The Educational Leadership Program prepares its students to become instructional leaders in public and non-public schools, as well as in state agencies and new entrepreneurial ventures. Students gain a deep understanding about the context of American education from anthropological, historical, and sociological perspectives and about the central elements of instructional, organizational, public, and evidenced-based leadership. Students develop a variety of qualitative and quantitative analytical skills that are required to identify, understand, and assess the quality of evidence about educational problems. In their studies, they come to understand the dynamics of change, to appreciate the importance of resistance, and to value the human side of all educational enterprise. They draw from all of this knowledge to wrestle with the complexities involved in promoting the ongoing transformation of public and non-public educational organizations.
A focus on inquiry-based leadership cuts across the program’s four interrelated core content areas: Instructional Leadership, Organizational Leadership, Public Leadership, and Evidence-Based Leadership.
Master of Science in Education (M.S.Ed.)
The M.S.Ed. in Educational Leadership requires a minimum of 10 course units of approved graduate work beyond the baccalaureate degree. Students must satisfy a distributional requirement that demonstrates breadth within the field of education and write a master’s research paper in order to complete the degree requirements. The applicant is strongly encouraged to have at least two years of successful work experience in educational settings prior to application.

Doctor of Education (Ed.D.)
The Ed.D. in Educational Leadership requires a minimum of 20 course units of approved graduate work beyond the baccalaureate degree. Applicants are expected to hold a masters degree and have completed several years of work experience. The program will accept up to eight course units of relevant graduate-level coursework towards the degree taken prior to enrollment at Penn GSE. Doctoral students must complete a residency requirement of at least four approved course units taken within two successive terms. They must also take a set of written examinations in the area of specialization and complete a dissertation on a problem in education to complete the course of study.

Elective Courses
With your advisor, choose graduate-level elective courses totaling 20 course units. Eight course units may be transferred from previous graduate study upon faculty review and approval.
Students must take and pass the doctoral qualifying and preliminary examinations, be admitted to candidacy, and write and pass a doctoral dissertation on a topic related to education to complete requirements for the degree.

Application Deadlines
Applications for the M.S.Ed. degree program are reviewed on a rolling basis until the degree program is full. The application deadline for the Ed.D. degree program is February 15, 2008. Applications submitted afterwards may be reviewed for admission until the program is full. Admission to both programs is for the fall term only. Both full-time and part-time study may be accommodated.
