Policy Research, Evaluation and Measurement (PREM)
Policy, Management and Evaluation Division
The PREM Program combines the study of research design statistical methods, measurement and assessment, data management and research technology, and program evaluation in psychology and education with a research focus on major contemporary policy issues. The programs are designed to prepare students for research and academic careers in psychology, education, and related human services fields. Graduates are expected to be able to contribute significantly to human welfare through the empirical evaluation and development of more effective programs, practices, and policy addressing a wide variety of human needs.
In addition to developing expertise in advanced methods of policy research, students select and study an active field of policy development and evaluation such as school restructuring, bilingual education, dropout prevention, child abuse, or others. The curriculum is tailored to the student’s particular interests and background, and integrates research methods with policy content. Research experience is an integral part of the curriculum.

Master of Philosophy in Education (M.Phil.Ed.)
The M.Phil.Ed. in PREM is designed for professionals who have already earned a relevant masters degree, and who wish to advance their mastery of scale development and validation, research design and controlled field trials, multivariate statistical analyses, and the production of high quality evidence for decision-making in public and organizational policy. Emphasis is placed on mentored research. This is a six course units (minimum) program with a required comprehensive examination and an empirical research project.

Advising
Upon admission, each student will be assigned an academic advisor who will aid in the planning of the course of study and professional development.
Doctor of Philosophy (Ph.D.)
The PREM Ph.D. program requires a minimum of 20 course units. The program includes and builds on the SMART master’s degree curriculum and students who apply directly to doctoral-level study following a baccalaureate degree will enroll in those core courses. In addition to the more advanced courses listed below, doctoral degree students will develop an individually designed curriculum in consultation with the faculty advisor.

- International applicants must also supply the score report from the TOEFL or IELTS examinations
Application Deadline
- M.Phil.Ed. applications are reviewed until the program is full. The review process begins in early February and typically ends in mid-May.
