Professional Biography
Mr. Ruby joined the Graduate School of Education at the
University of Pennsylvania in the fall of 2005 as Senior Fellow for
International Education. Since then, he has represented the school in forums in
Thailand, China, and India and led a graduate seminar on globalization and the
university and a similar seminar on learning from educational practice in other
countries. He also acts as the academic leader for a joint degree program with
East China Normal University. He was recruited from The Atlantic
Philanthropies, an international foundation active in the U.S., Ireland,
Vietnam, and South Africa. He was with Atlantic for five years, serving as
senior vice president of programs and overseeing the Disadvantaged Children and
Youth Program, the Ageing Program, and the Health of Populations Program with
an annual grant budget of $250 million.
Prior to joining The Atlantic Philanthropies, Mr. Ruby was
director of the Human Development Sector for the East Asia Region of the World
Bank. He directed the World Bank’s programs in education, health, and social
insurance involving loans and credits in 12 countries including China, Vietnam,
and Indonesia. He led a World Bank team that designed and implemented a massive
scholarship program to keep Indonesian schools open during the financial crisis
of the late 1990s; for this achievement, he and his team were awarded the
President’s Award for Excellence at the World Bank. Subsequent to leaving the
Bank, he received a second President's Award for Excellence, for financial
innovation, for work he conducted in blending Bank loan funds and donor aid
funds to finance a large-scale tuberculosis initiative in China.
Mr. Ruby served for more than six years as deputy secretary
in the Australian Department of Employment, Education, Training and Youth
Affairs, where he was responsible for primary and secondary education, higher
education, and vocational education and training. For many years, he was a
participant and leader in programs of the Organization for Economic Cooperation
and Development (OECD) and other international agencies and commissions. He was
a member of the Scientific Advisory Group that created the framework for the
OECD flagship publication Education at a Glance. Early in his career, he was a
teacher and an official in the state government of New South Wales.
Research Interests and Current Projects
Mr. Ruby has a longstanding interest in education reform,
globalization, alliances between unions and governments, and the role of
education in developing economies. He has written extensively about
international educational indicators and has advised the governments of
Indonesia, Thailand, China, and Vietnam on various aspects of educational
reform. He is currently conducting work on education in Central America,
especially Panama.
