The Division of Public Safety provides law enforcement, crime prevention education, victim support and security to the Penn community. Public safety works closely with the Philadelphia Police to provide services and resources to Penn students living in the surrounding area. The building is staffed and open 24 hours a day, seven days a week.

 

University Police

The University Police is a 100-member force of state-commissioned police officers and supervisors. The officers have primary responsibility for all law enforcement on campus. Officers patrol the area between 30th Street and 43rd Street and between Market Street and Baltimore Avenue using motor vehicle, bicycle, and foot patrols.

Special Services Department

The Special Services division is the primary resource for the investigation of sensitive crimes, crime prevention, safety education, and personal support to victims. Through this division victims of crime receive support throughout the judicial process (University or criminal). Should it be necessary, staff are available to provide victims with transportation and accompaniment to court or to the hospital, and more. All exchanges are confidential, and service or advice is available 24 hours a day, seven days a week.

Crime Prevention Services
The University of Pennsylvania provides several initiatives to the community to prevent crime and increase awareness of campus safety issues. Some are listed below:

Blue Light Phones. Emergency telephones, identified by a yellow box topped with a blue light, are strategically located throughout campus. Lifting the receiver automatically connects you to the police dispatcher, and an officer is sent to your phone location.

Bike Registration. Free bike registration is offered to reduce the probability of theft and increase the chances of recovery if bikes are lost or stolen. For registration information call 215-898-4481.

Safer Living Seminars. Educational and training programs are offered to increase personal safety. Programs include self defense clinics and personal safety precautions. A brochure is available from Victim Support and Special Services. Call 215-898-4481 for information.

Walking Escorts, 215-898-walk (215-898-9255)
Two-person teams are available to provide escorts, on foot, to and from campus buildings and Transit Stops between 6:00pm and 3:00am, seven days per week. Each team is radio dispatched and highly recognizable as Walking Escort Service. Dial 215-898-WALK for service.

PennBus, 215-898-8667
Penn Bus East is an evening bus service that runs between 5 P.M. and 12:00 A.M., Monday through Friday, serving Center City (along Chestnut St., 23rd St., South St., 20th St., and Walnut St.). Penn Bus West is an evening bus service that runs between 4:45 P.M. and 12:00 A.M., Monday through Friday, serving West Philadelphia (along Baltimore Ave., Springfield Ave., 48th St., Pine St., Locust St., and Spruce St.). Both Penn Bus East and Penn Bus West operate on a fixed schedule and established route and will not deviate from the established route. They will pick up and deliver passengers at designated stops on-campus and at any corner off-campus along their routes. Persons requiring transportation to their place of residence are encouraged to use the Penn Shuttle Services.

LUCY (Loop through University City)

LUCY loops through University City serving 30th Street Station, University of Pennsylvania, Drexel University, University City Science Center, University of Pennsylvania Medical Center, Presbyterian Medical Center, Children's Hospital of Philadelphia, Children's Seashore House, and VA Medical Center. LUCY runs Monday through Friday, except New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, and Christmas Day. 6:10 A.M. to 7:00 P.M. The shuttle leaves 30th Street Station every 10 to 20 minutes. Employees and students of the University of Pennsylvania, University of Pennsylvania Health System, and VA Medical Center need only valid institutional PennCard. A SEPTA pass can be used, and there is a reduced fare of 50¢ for other riders. LUCY has a wheelchair lift and two wheelchair tie-downs per bus.

Penn Accessible Transit (PAT)
PAT is a fully accessible vehicle that provides mobility within service boundaries for persons with disabilities and escort service for disabled persons. Students needing this service must first get authorization from the Office of Affirmative Action (x6993 or TDD: x7803). Once approved, rides can be obtained by calling 898–RIDE.

Parking

The Department of Transportation and Parking operates several on-campus parking facilities for students, staff and faculty. Space is available on a daily, summer, 9-month, or 12-month basis; additionally, students can purchase special night and weekend passes for reduced rates. Parking decals are required for all but daily parking and are very limited in number. Contact the department for more information on availability, fees and regulations.
