Tuition & Fees by Program

New rates usually go into effect every summer. Students enrolled in Summer 2026 can estimate their rates based on the annual tuition increase.

All tuition and fees are subject to the approval of the Trustees and the University of Pennsylvania and are subject to change without notice.

Tuition by Course Unit

Students enrolling in classes outside of Penn GSE should be aware that CU rates may vary across other University of Pennsylvania schools and programs.

Notes:

General Admission students will be billed according to this tuition schedule. 
Full-time students are charged a clinical fee during the fall and spring semesters and are required to have comprehensive health insurance.
General Fee is capped at the cost of 1-course unit for each summer session in which a student is enrolled.

Dissertation Status Rates

First 10 semesters on dissertation: $5,533
Additional semesters: $1,242

Dissertation Registration 

Registration required for all Ed.D. students who have completed their coursework and are pursuing completion of their dissertation. Students are charged the dissertation status rate each term they are enrolled in EDUC 9950. Summer is not a required term, unless students are planning on defending or uploading their dissertation. 

Students in the Mid-Career Doctoral Program in Education Leadership who do not graduate in 3 years will be billed Ed.D. dissertation plus program fee each semester beyond their 9th semester. 

Upon the successful completion of the dissertation defense tuition will be waived the following semester (e.g., for students who defend their dissertation at any point during the fall term, they will receive the tuition fee waiver in the subsequent spring term). Tuition will be waived one time only. For more information on tuition waivers and dissertation status, please view the Course Registration policy.

Budgeting and Estimated Living Expenses

The Office of Student Registration and Financial Services, the University's central financial aid office, determines a standard budget for living expenses applicable to all eligible GSE students. This budget, combined with the tuition and fees, represents the cost of attendance for your program. Your loan eligibility is the difference between the cost of attendance and other financial aid resources such as scholarships and grants.

You can designate with whom we can share financial aid or academic information. Examples of people you may want to authorize us to speak with about your account are spouses, parents, employers, or anyone else involved in funding your education.
